On 29 March – 3 April, Customs officers from Ukraine and Belarus, accompanied by representatives of the IOM Minsk office visited their Dutch colleagues to gain and share experience in the field of Information Technology (IT) infrastructure, customs data exchange and pre-arrival information exchange systems, applied to the work of customs service.
In the context of the development of the pre-arrival information exchange system (PRINEX) at the Belarusian-Ukrainian border and in line with the objective of the study visit, the delegates visited the National Customs Office and the Customs Control Center in Rotterdam where the participants received detailed information on, inter alia, databases and software, data protection tools, maintenance and technical support considerations, as well as the step-by-step mechanism of the customs information exchange operation, the organization of information intercommunication channels and IT transport and protection mechanisms.
The study visit will strengthen the capacity of customs along the common Belarus-Ukraine border, based on Dutch experience and best practices learned in the field of customs IT technologies, including data information exchange, automated risk analysis system and organization of customs control.
This Study Visit was held in the framework of the European Union-funded project ‘Support to the creation of an electronic system of pre-arrival information exchange between the customs authorities of Belarus and Ukraine – PRINEX’. The project is being implemented by the International Organization on Migration (IOM). Project activities include regular cross-border meetings and working groups to strengthen coordination and cooperation, hardware and software procurement, training workshops and study visits on risk analysis, document security, customs data exchange and pre-arrival information, fight against smuggling of goods and corruption, and information campaigns on the benefits of the new pre-arrival information exchange system for the local population at large and commercial carriers. The State Customs Committee of the Republic of Belarus and the State Fiscal Service of Ukraine are the recipients of the international technical assistance provided in the framework of the PRINEX project.
